If a laptop keyboard passes the PC-Doctor non-interactive testing, but fails the interactive completely, is it safe to assume the issue is the keyboard itself and not the controller? I need to get this one right on the first try or I'm going to have a VERY annoyed customer. Thanks!

That sounds like a safe assumption, but I would ask for clarification on how the interactive test is failing. Some laptops require the use of the "fn" key to allow complete testing of the keyboards.

All keys take several presses to respond, if they respond at all, with or without the Fn key.

Then it certainly sounds like a keyboard issue to me.
Since you mentioned you didn't want to make a misdiagnosis, I would make sure to give both the keyboard and the controller a second run in DOS as well as Windows just to confirm.

I actually try to only run PC-Doctor from DOS. Thank you so much for the confirmation and quick reply. The customer has been called and hopefully he'll be pleased. $46 for a keyboard > $300ish for depot. :)
