I have my IBM ThinkPad 2.5" drive attached to my desk top with a 2.5" IDE external hard drive enclosure. The ThinkPad hard drive, which I can read through my desk top, has PC Doctor installed on it.

How can I run the PC Doctor diagnostic tests on the external laptop hard drive?

Unfortunately in this scenario you can’t.  PC-Doctor is locked to the computer that it came installed on and will only run on that hardware.  Placing the drive in another computer will not allow you to run it, it will have to be run from the Thinkpad it came installed on.
