How do I boot to the PE environment when the windows 8 laptop does not boot correctly?  I Want to test the parts.  Is there a certain button I have to hit in order for it to boot from cd or usb drive?  I have tried on multiple different brands running windows 8 also.  Using Service center 8

It varies depending upon the manufacturer, but with UEFI systems they have removed the prompt to press a key choose a boot device or enter the UEFI (formally known as BIOS) settings. In those situations, the best method is to keep pressing the required key as the system boots. As for what key to use, the best I can really say is to just search for that manufacturer to see what they normally use (some of them can be tricky).

Yes.. they really should keep to some sort of standard, this would just make life so much easier..

That said, I remember way back I took delivery of some off lease units to build up and use in our own little offce to replace dumb terminals.. the problem is we coulnt get into the bios..

As this was early in my experience, I took it into another shop... and after paying the guy an hours labour to basically pop into the bios, and verify... what keystroke it was (50 down the drain) .. control+alt+ins  .. never would have thought in a million years..
