I suspect that the issue you are experiencing is a known issue with the initial release of Service Center 8. We were able to resolve the issue quickly and so only a few were affected by it. Looking at my records and the date we sent you the free upgrade to Service Center, I believe you may be one of the lucky few.
I apologize for the problems you have been having, and I will be sending you a new download for the updated version of the software. Please let me know if you have any issues once you have received the update.
Regarding your question about Service Center 8 and PE; unfortunately, due to licensing limitations from Microsoft, we have had to stop distribution of Windows PE with Service Center. I would however recommend taking a look at another post made today:
