I am using PCSC 7.9 on an HP.  I have replaced the System board and ram the quick scan on the system three times, with each memory card in the machine, all three times it finds the CMOS RAM failed.  Please help me on this as I don't know what other parts could be replaced.

The CMOS RAM test has nothing to do with the system memory.
From the Advanced User Guide:

  • This test writes test patterns to addresses 10H-3FH of the nonvolatile Real Time Clock (RTC) CMOS RAM. The test then performs a checksum count of the contents to verify the test patterns were written correctly. If the test detects any errors, it logs as Failed

But also be aware that in SC 7.9 there is the possibility of a false positive.
From the Service Center 7.9 - Known Issues Topic

  • The CMOS RAM Test was expanded upon with the updates to Service Center 7.9, but it has been reported that some systems are incorrectly failing. To ensure you are not experiencing a false failure, we recommend you run the CMOS tests in Service Center for Windows.

It should also be noted that this issue has been addressed in Service Center 8.

Should I understand it then, that if we experience any sort of

Bios Pattern Failure
Bios Ram Failure

Either of these we should update to the SC8.0 post haste to verify?

That would be my suggestion, to upgrade from SC 7.9 to 8.0 go to:
http://www.pcdservicecenter.com/upgradeeligibility.php
Once you have submitted the upgrade request, I will go ahead and send you the download link.

The decision is your how you proceed, but since the upgrade to SC 8.0 is a free one I don't really see a reason not to.
