I have a Toshiba Satellite laptop that will not boot into Windows 7, keeps recycling. It hangs up trying to do a Windows Repair.  I've run the PC-Doctor diagnostics and the HDD is failing on the Linear test, SMART short test, SMART long test, and forget the name but the read test or something like that.  Wondering if these indicators with diagnostic failures on the HDD could be the reason Windows will not boot into Safe Mode nor successfully run a Windows Repair without hanging up.  Any thoughts?

Hello mlange,

I am sorry to hear that you are having the issue with your system.  I literally had the exact same issue with a friends laptop last weekend.  I tried to repair using the option given at boot and when using the OS installation disk.  I didn't get a chance to run the diagnostics on the system, as I did not have access to them at the time, so I cannot say if there were any failures.  I ended up reformatting the drive and re-installing Windows 7 on the system.  Everything has worked fine on the system for at least the past week  ::)
