When conducting a memory test, I assume the Windows version of PC Doctor 7.0 skips areas of memory that are being used by windows and applications?  So, to test the maximum addressable memory, should the DOS version of PC Doctor be used?

You are correct.  The footprint of untestable memory in DOS is very small.  The DOS memory tests are some of the best in the industry.

In general the DOS and Windows products should be looked at as a team. The DOS product does low level testing directly interacting with the hardware with no intervening drivers.  The windows product tests the system as a whole helping to uncover not only hardware problems but broken drivers and configurations as well.
