Hello, well im new here and i have question.
So if you can help me, i'd be very very appreciated.

When i see the information of my processor, (it's a 2.60Ghz Processor Pentium4 Socket 478), it says speed "2.60Ghz", Actual speed : "1.30Ghz".

And the "actual speed" is always on 1.30 Ghz..

Why is not using more speed?

What type of system are you running?

This usually indicates that Intel SpeedStep® has throttled back the CPU.  This could be due to heat, a clogged CPU fan or poor case ventilation. The processor will clock itself down to avoid thermal damage. 

Power saving features on laptops and some desktops may also cause this behavior as could incorrect BIOS setting.
