Wont Boot USB test

I have a server that blue screens and will not boot or boot to install media. I tried to boot the USB but it locks up. I select Service Center Bootable Diagnostics, no matter the option after that it locks up. I have not tried the CD yet as this box doesn't have a drive on it.
But the last screen it shows when it boots I have attached. Any ideas or suggestions? I have already replaced the system board and Ram. I would like to see if I can narrow it down little more?

I totally forgot about this. After replacing the MBD, RAM, & Raid controller we replaced the Processor. The Proc was causing PC Dr. and Windows to not boot. Thank you for the reply.
