What is the difference between these two versions. What do you get if you upgrade?
Is there a changelog or a place that I can see them compared?

While I can't list the changes from 7.5 to 7.9, here is a brief summary of the changes from 7.9 to 8.
What’s New?
- Windows 8 support
- Support for newest Intel and AMD chipsets and CPUs
including Ivy Bridge and Bulldozer - Switchable Graphics video testing including both the Intel
and discrete graphics controllers - New and improved drive testing
- Support for Intel SSD wear level testing
- Low level tool to View PCDR Host Log to identify all
initiated hard drive and solid state drive tests run by
PC-Doctor - New Windows tests:
o 6 updated hard drive tests
o 1 new SSD test
o 22 new and updated optical tests
o 2 updated removable storage tests
o 5 updated floppy tests
o 13 updated video tests to support switchable graphics - New low-level tests:
o 1 System Board test
o 1 Diskette test
